Ruud completed his studies in geodetic engineering at the Delft University of Technology, where he graduated in 1985. From 1985 to 1993 he was an assistant professor in the field of real estate economics at that University. In 1993 he joined the management team of the newly formed Netherlands Council for Real Estate Assessment (Waarderingskamer), the oversight agency for real estate assessment in The Netherlands. Since then, he has contributed to making the assessment system in The Netherlands a stable system not only used for taxation, but also for a number of formal purposes. Stability is reached thanks to continuous improvements based on international standards and international comparison (benchmark).
