Jill is a senior land administration solutions expert with over 25 years of experience collaborating with organizations and teams worldwide to develop innovative, sustainable, and equitable tenure solutions. Her work integrates diverse technologies and international best practices while tailoring approaches to the local requirements and capacities of each project. She has played a key role in the design and implementation of strategic initiatives that adopt a holistic approach to achieving client goals and priorities. This includes the identification and integration of financial modeling and resourcing, technologies and tools, business process analysis and re-engineering, success metrics and monitoring, stakeholder consultation, and capacity building—resulting in sustainable, defendable, and accessible integrated land solutions spanning from field operations to offices and end users, including citizens, customers, and investors. Throughout her career, Jill has led and contributed to multi-participant e-Government and land tenure/land administration projects across the public and private sectors in countries such as Costa Rica, Romania, Egypt, Madagascar, Benin, Burkina Faso, Bulgaria, Croatia, Jordan, the United Arab Emirates, Saudi Arabia, Sri Lanka, Turkey, and throughout the Caribbean. Jill has also collaborated with the University of Melbourne (Australia) on the practical application of ISO 19152 (LADM) within land registration and cadastre management solution architectures, and with Texas A&M University on identifying effective approaches to food security and land tenure in post-conflict and pre-conflict contexts. She currently serves as the Senior Business Development Manager for International Land Administration at Esri Inc.
