Cartier Olivia Charles
Cartier is a Chartered Surveyor and elected member of the RICS Governing Council, where she holds the Next Generation seat and contributes to the strategic direction and governance of the profession.
Her professional background is predominantly within the UK public sector, with experience across the NHS and local government. She specialises in strategic estates and asset management, with experience spanning estate strategy, asset optimisation, property advisory and the delivery of complex public-sector property projects. Cartier holds a First-Class BSc in Property Development from the University of Portsmouth and qualified as a Chartered Surveyor in 2023.
Alongside her professional career, Cartier is an active voice within the built environment. She has contributed to both industry and national publications, including RICS Modus and The Voice newspaper, writing about the profession, property and the relationship between the built environment and the communities it serves.
Cartier is particularly passionate about the future of the surveying profession and improving how it connects with the next generation. As an RICS Inspire Ambassador, she regularly engages with schools, universities, students and early-career professionals, helping to raise awareness of surveying and the breadth of careers available across the built environment.
In 2025, Cartier was named RICS Matrics Ambassador of the Year in recognition of her contribution to the profession. Through her work on Governing Council and wider industry engagement, she continues to advocate for greater visibility, accessibility and opportunity within surveying, helping to ensure the profession remains relevant and accessible to the communities it serves.
