Andrew, MRICS, MSc, is a Chartered Surveyor with over 14 years of professional experience in real estate valuation, property taxation, compulsory purchase and compensation, land administration, and public sector real estate. He currently serves as a Valuation Officer with the Cayman Islands Government's Lands & Survey Department, where he undertakes valuation assignments, advises on property taxation and compulsory acquisition matters, and provides strategic real estate advice to Government departments and Statutory Authorities and Government Companies (SAGCs), including property acquisitions, leasing, and accommodation solutions.
Andrew has previously worked in Kenya and the Republic of Seychelles, bringing extensive international experience to his practice. He received specialist training from the International Monetary Fund (IMF) on the compilation of Residential Property Price Indices (RPPIs) and contributes to the ongoing production of the Cayman Islands RPPI, developed with IMF technical assistance and funding from CARICOM. His professional interests include property taxation, real estate market dynamics, compulsory purchase and compensation, land administration, and evidence-based public policy.
Andrew is also a Real Estate Adjunct Lecturer at the University College of the Cayman Islands (UCCI) and a peer reviewer for the Journal of African Real Estate Research.
