Managing Director, Standards Research Services International, LLC ("SRSI")

David is the Managing Director of Standards Research Services International, LLC (“SRSI”) and is also a Partner in the New York law firm of Huff Wilkes, LLP. David is a Fellow of the Royal Institution of Chartered Surveyors. He is also the Chairman of The Appraisal Foundation, which is the entity designated by the U.S. Government to set national appraisal standards and appraiser licensing requirements.

David is a co-founder and charter member of the National Association of Property Tax Attorneys (NAPTA), and is also the Chairman of the American Bar Association’s Property Tax Committee. He is Chair of the Editorial Board of IPTIpedia, an online database of international property tax resources that was recently honored for “Excellence in Valuation” by the United Kingdom’s Institute of Revenues Rating & Valuation.
David built his career as a US and international legal reform expert in property tax and real estate finance in the world’s emerging markets. David has served as a Senior Advisor on real estate reforms in Egypt and in Eastern Europe, in addition to handling tax appeals and consulting for some of the worlds’ largest owners in the US.

In addition to a law degree, David holds a Master’s Degree in Real Estate Valuation from New York University, and served as Editor-in-Chief of NYU’s prestigious quarterly journal, “Real Estate Review” for seven years. He is currently the Editor-in-Chief of the New York State Bar Journal, a monthly magazine, and is the author of numerous articles and book chapters on property taxation, including a 2005 award-winning article that has set the standard for analyzing intangible value in REIT sales.
