What’s New

IPTIpedia – International Property Tax Database is now available on line.

PayPal Payments and Registration - Register for all IPTI functions, memberships, renewals, subscriptions and products using PayPal. PayPal allows payments by credit cards, bank accounts, buyer credit without sharing financial information. IPTI also accepts bank transfers or cheques. Meetings

Publications

To date, the 2007 mailing schedule for the Journal of Property Tax Assessment & Administration is as follows:
  • Volume 4.1 – mailed on June 26, 2007

  • Volume 4.3 – mailed on November 7, 2007
  • Volume 4.4 is anticipated to be mailed prior to the end of the year.

Events and IPTI Participation

Upcoming Events:
  • Serbia - On November 30th, 2007, Jan Brzeski and Andy Anstett, on behalf of IPTI, participated in the Regional Conference on Urban Land Finance at Subotica (Lake Palic), Serbia, on November 30, 2007. The conference was organized by NALED in cooperation and with funding from the Fiscal Decentralization Initiative - a joint undertaking of the World Bank Institute, UNDP, Council of Europe, OECD, USAID, OSI/LGI. NALED began as an initiative launched by the Municipal Economic Growth Activity (MEGA) program, a project funded by the United States Agency for International Development (USAID) and implemented by The Urban Institute.

    Throughout the Balkans, the successor states of Yugoslavia are struggling to improve the own-source revenues of local governments. The purpose of the conference was to provide an opportunity for select countries in the Balkans to share information and studies related to urban land finances, with particular emphasis on property tax and land use fees. The forum provided a venue for the participant countries, Serbia, Montenegro, Bosnia, Croatia, and Macedonia, to: learn about regional experiences in the urban land finances sector; identify solutions to change the existing system following the best practices in Europe; and, exchange policy recommendations for improvements in the system of land taxes and fees throughout the region.

  • Moscow - On December 12th and 13th, a Joint IPTI, Russian Board of Appraisers and City of Moscow initiative seminar was held. The theme was Real Estate Valuation and Taxation: International Experience and Russian Choices. Jan Brzeski, Ian McClung, and Andy Anstett represented IPTI.

    In the 2007 Budget Address to the Federal Assembly, Russian President Vladimir Putin announced the development of legislation to establish the legal framework for mass real estate valuation with the intention of introducing a market oriented and uniform municipal real estate tax in 2009 - replacing the existing land and property taxes. This two-day workshop was organized by the Moscow City Government, the Russian Board of Appraisers and the International Property Tax Institute. The Ministry of Finance of the Russian Federation, Ministry of Economic Development and Trade of the Russian Federation and Federal Agency for Real Estate Cadastre also supported this event.

    The program featured international speakers, as well as speakers from Russia; the workshops dealt with both theoretical and practical institutional issues of property valuation and taxation; mass appraisal applications; and other topical issues relevant to the Russian experience. Ian McClung made presentations on the valuation of Alberta tar sands developments, and public relations for real estate valuation and taxation. Jan Brzeski spoke on local government finance and property taxation in Central Europe, and the non-fiscal benefits of market calibrated property taxation. Andy Anstett’s topics were the sales comparison approach to value - residential modeling using multiple regression analysis (MRA), and assessment reviews and quasi-judicial tribunal appeals.
