Management of Property Taxes in a Global Environment A Joint IPTI/IRRV Workshop, Brighton, United Kingdom
This workshop will be looking at the impact of globalisation on those who pay local property tax in different countries around the world and what strategies they need to adopt to deal with the challenges, and opportunities, this presents. The workshop will consider the development of globalisation, global property tax management processes, interaction with governments and other stakeholders, incentive and tax relief schemes, appeals procedures and the competences required to be an effective global property tax manager. There will be panel discussions to consider experiences from around the world and a look at international benchmarking.
Participants will be encouraged to share their views of different systems and their thoughts about what works best in differing environments. The workshop will be of interest not only to those who pay local property tax in more than one country, but also to professional advisers who act for property taxpayers with properties in different countries.

IAAO 72nd Annual International Conference

IPTI's 9th International Conference recently took place at the Grand Plaza Parkroyal Hotel in Kuala Lumpur, Malaysia, at which 135 delegates from over 13 countries attended. The extensive agenda and international speakers were appreciated by those who participated in this 2-day event. The 8-course Chinese gala dinner was a highlight with speaker Paul Sanderson from the VOA, United Kingdom presenting many humour but true antecdotes on taxpayer complaints.
Thanks to Ernest Cheong PTL International and Kolej Universiti Teknologi Tun Hussein Onn who were co-organizers of the conference.

Workshop
On August 16th – 18th, 2006 Bob Brown and John Glen, will attend the Lincoln Institute of Land Policy Workshop on behalf of IPTI, to make presentations on Mass Appraisal – Principals and Examples and Property Tax Administration. A round table discussion involving participants and all speakers is scheduled on the final day of the workshop.

Andy Anstett represented the International Property Tax Institute at this 1-day Property Tax workshop sponsored by the Lincoln Institute of Land Policy China Program and the Development Research Centre of the State Council of the PRC. The purpose of the workshop was to review international experience in the context of China’s proposed property tax reform and current property tax pilot projects. Topics included property taxation systems and rate determination; objects of property taxation and subjects of property tax payment; property tax collection and administration; and property valuation, including presentations on mass appraisal and GIS systems. IPTI’s participation in the LILP program continues IPTI’s ongoing interest and involvement with property tax reform initiatives in China.
IPTI Visits Asia
On May 9th and 10th, 2006, Paul Sanderson and Jerry Grad, on behalf of IPTI, attended to make presentations to Japan Real Estate Institute, Tokyo Regional Government and Central Level of Government and Japan Property Tax Research Institute. In turn, meetings were arranged with various Directors and Managers of the organizations and a mutual exchange of information proved interesting and informative for all parties.
On May 12th, 2006, Kenneth Pang hosted Messrs. Sanderson and Grad at the RVD offices. Presentations were delivered to RVD professional staff and trainees and meetings with senior directorate staff were arranged. Members of the RVD reciprocated by speaking on the Property Information Hub, CAMA and GIS Applications in the RVD.

Lincoln Institute of Land Policy - 2 Day Seminar

Tom Johnstone is representing the International Property Tax Institute at this 2-day seminar sponsored by the Lincoln Institute of Land Policy. The purpose of the seminar is to discuss and analyze principles, practices and strategies to improve property tax systems in Brazil, aimed at achieving more equity, efficiency and effectiveness of such systems. Its objectives include identifying major drawbacks of the current systems; debate polemic legal issues to analyze the role and importance of the cadastre and assessment valuation and to disseminate good practices.
Lincoln Institute of Land Policy - Property Tax Course

In March of 2006, IPTI’s Robert Brown participated as a faculty member on the Lincoln Institute of Land Policy’s weeklong Property Tax course for officials from Ningxia, China.
Some 25 tax officials from the Ningxia Local Taxation Bureau attended the course at the LILP in Cambridge, MA. Mr. Brown spoke to the subject of “Property Tax Administration – Valuation & Taxation Systems”.
The Ningxia Hui Autonomous Region is one of 6 areas within the Peoples Republic of China that have been selected to pilot the reform of taxes on real estate within that country.
IPTI’s participation in the LILP program represents the most recent chapter in its ongoing relationship with the property tax reform initiative in China.
Data Analysis and Preparation for Modeling - A 3 Day InterActive Workshop

IPTI, in co-operation with the Appraisal Institute of Canada, The Real Estate Institute of British Columbia and the Real Estate Division of the University of British Columbia, is conducting a symposium on Mass Appraisal Techniques. The theme of this year’s symposium is “Thinly Traded Markets and Special Property Types. It will address challenges in the application of techniques to the valuation of real property when market data is scarce. The symposium venue will be the University of British Columbia’s Robson Square Campus in downtown Vancouver.

Data Analysis and Preparation for Modeling - A 3 Day InterActive Workshop

This 3-day, hands-on workshop will conducted in a computer lab. The focus will be on commercial and light industrial property using actual data and analysis. Appraisal and assessment personnel will have special interest in attending. Course conductors are Jerry German, Director/Chief Assessor for Lucas County Auditor's Office and Richard Ward, CAMA Consultant. This course is eligible for 21 hours of Ohio Continuing Education Credits for appraisers.
