Most experts agree that a well-designed and effective property assessment/tax system will provide the means to improve revenue flow and the stability needed to finance local government. With this in mind, many countries have embarked upon valuation work, mapping projects, computerized regression analysis and other activities without having a clear understanding as to the complexities of the entire process. This is further compounded by the realities of the current situation in developed countries and the continuous search for “the ideal assessment and property tax system.”
Although some experiences can be shared with developing countries, the search for the ideal system continues.
Numerous questions and issues arise, such as:
- Are we approaching these tax reform efforts correctly?
- Do we have the right strategies?
- Can we improve our performance by learning from past experiences?
- What is an efficient assessment and tax system?
- What experiences can be shared?
Two concurrent workshops will immediately follow the conference, on Thursday, August 21st, 2003.
