Property tax has traditionally been - and still remains - the most important source of own revenue for local governments internationally. With decentralization high on the agenda world-wide, local government reforms generally, and property tax reforms more specifically, are presently underway in many countries, including Africa. Although central and eastern Europe is still the focal point of interest for many internationally renowned property tax experts, there is a gradual warming to property tax issues faced by countries on the African continent. Many African countries are struggling to adapt outdated or inappropriate colonial property tax systems to cope with modern demands and unique land tenure systems. Inaccurate and dated property valuations, inequitable tax assessments and inefficient tax collection are problems faced by most African countries. With the growing demand for a reliable and equitable source of revenue to finance the growing number of metropolitan, urban and rural municipalities, some African countries have already taken up the challenge to reform their property tax systems.

This course dealt with with setting realistic quality goals for assessment products; overseeing audits of process and product; understanding how CAMA can have a positive affect on fiscal responsibility; understanding how it impacts employees; arranging appropriate staff recruitment and training intiatives; creating meaningful management information systems and planning and administering the necessary transitions.

Municipal governments face increasing financial pressures through downloading of responsibilities from higher levels of government and increasing demands on their services. Ensuring that there are sufficient funds to pay for these demands, and that the costs of government programs are supported in a fair manner requires a smooth-running property tax system.
There are challenges to be met in the management of a property tax system. To better deal with these demands, IPTI has assembled a cadre of professionals, practitioners and experts to convey their views, experiences and knowledge in the field of municipal taxation.
