Municipal governments face increasing financial pressures through downloading of responsibilities from higher levels of government and increasing demands on their services. Ensuring that there are sufficient funds to pay for these demands, and that the costs of government programs are supported in a fair manner requires a smooth-running property tax system.
There are challenges to be met in the management of a property tax system. To better deal with these demands, IPTI has assembled a cadre of professionals, practitioners and experts to convey their views, experiences and knowledge in the field of municipal taxation.

The Benchmarking Study of North American Assessing Agencies will be initiated following the information part of the seminar with the aim of describing a study to participants the processes and methods used for data collection, compilation and submission. The main goal of this study is to find the best practices, processes and opportunities for improvement for these organizations.
The study will allow the participating organizations to focus on critical areas where opportunities for improvements are the greatest. As the scope of the study is quite broad, a number of specific fields will be addressed in detail sufficient to implement more efficient operations and practices.

Transitional economies and, specifically those aiming at eventual EU membership, face imperatives of sustainable long-term growth. Consequently, macroeconomic policies are faced with the necessity of relieving tax pressures, decentralizing and rationalizing the public sector operations and privatizing even more economic activities. Decreasing of tax pressures has to go in hand with shifting taxes away from growth impeding income taxes and towards more wealth and indirect taxation. Local governments are facing increasing pressure to increase capital investments and for this they need more stable and autonomous tax base which can be leveraged. Urban areas, which are the locomotives of economic reforms and growth in transitional economies need to increase their productivity related to more efficient allocation and use of land resources. All the above imperative trends point to the ascending importance of property taxes.
Expert Witness Training & Advocacy Skills Workshop

This program consisted of two comprehensive workshops. The purpose of each is to develop the skills of both the expert witness and the advocate in assessment appeals. It is a combination of professionally prepared videos, hand-on mock hearings, workshops and lectures. The overall class is separated into hands-on working groups, each being lead by experienced and professional course leaders. Attendance at Expert Witness Seminar is recognized for 14 valuation re-certification credits by the Appraisal Institute of Canada. Attendance at the Advocacy Skills Workshop is recognized for 14 auxiliary re-certification credits by the Appraisal Institute of Canada.

Shifting from Automating to Informating

During the last twenty years, we have seen a rush to automate data that is important to assessment administration. Typically, data important to mass valuation, billing and collection was automated first. Little thought was given to how to make the data meaningful to decision makers.
With the development in the last five years of more comprehensive "property tax information systems"
(PTINS) the focus has been on creating a meaningful database that supports the entire assessment process: discovery, valuation, assessment, billing, appeals and enforcement. With the emergence of powerful database management software systems and "geographic information systems" technology, spatial data along with property specific data can be combined in ways that vastly improve these processes.
