IPTI’s 12th International Conference
Land Value Capture in Urban Development – The Role of Property Tax in Local Finance

IPTI, in partnership with the Institute of Revenues, Rating and Valuation (IRRV) are pleased to present this joint international conference, in co-operation with the European Property Institute (EPI) and the Ministry of Finance – Poland. 

Global financial and economic crisis is shifting more attention to the need for public capital investments in local infrastructure.  Such investments require sound local finance which is traditionally based on highly autonomous real property tax revenues. Growth in these revenues is often derived from additional values of private property that are created by public investments in local infrastructure, which benefit general urban development.  In this first urban dominated century, the importance of urban development financing through value capture and property taxation needs more appreciation and enhancement.  This conference is thought as a contribution to this growing issue, not the least in the CEE region, which is striving to define the right place for property taxation in local finance and development.

The conference program includes presentations from international speakers and local experts who will facilitate exchange of issues common to policy makers, assessment and property tax specialists, representatives in local finance, public education and mass appraisal.

Conference, Symposiums and IPTI Participation

  • RICS Rating Annual Conference, London England
    IPTI will be participating in the RICS Rating Annual Conference on June 30th, 2009 in London England. Philip Glenwright and Lynne Ashton will be making a presentation on International Property Tax Comparisons and Data base.  Issues to be covered will include why global property tax management is important and comparison on different systems.

  • Ottawa Mass Appraisal Symposium Wrap-Up
    IPTI - Mass Appraisal Valuation Symposium - May 7 - 8th, 2008 was a great success. By all accounts it was the best mass appraisal symposium yet. The Symposium couldn't have been held at a better time. The Symposium's 125 participants from over 14 different countries were given a special treat as it was also Ottawa's annual tulip festival. A beautiful sight indeed.

  • Jan Brzeski represents IPTI at the NISPAcee Annual Conference in Bratislava
    NISPAcee Annual Conference in Bratislava was attended by Jan Brzeski. This was the first time IPTI has had an opportunity to be involved with this organization. The Property Taxation Session was attended by politicians and academics in public finance and was chaired by Mihaly Lados, who has participated in many an IPTI event.

  • Berlin Dates Confirmed for Global Property Tax Management Workshop
    The Global Property Tax Management Workshop program is being finalized. The venue will be the Canadian Embassy in Berlin and the date has been set for September 22nd, 2008. View the program

  • IPTI's 11th International Conference Venue and Dates Confirmed
    The Friendship Hotel, Beijing, will be the venue for our 11th International Conference being held with the co-operation of the China Appraisal Society (CAS). The dates have been set for October 21 - 22nd, 2008. View the program

  • Breakfast Information Session on Upcoming Issues in Real Property Taxation Update
    The information session was very well attended by representatives from corporations and government sectors as well.   Glenn Newman, the President of the New York Tax Commission and Paul Sanderson, Director, VOA from England were the guest speakers.
