Global financial and economic crisis is shifting more attention to the need for public capital investments in local infrastructure. Such investments require sound local finance which is traditionally based on highly autonomous real property tax revenues. Growth in these revenues is often derived from additional values of private property that are created by public investments in local infrastructure, which benefit general urban development. In this first urban dominated century, the importance of urban development financing through value capture and property taxation needs more appreciation and enhancement. This conference is thought as a contribution to this growing issue, not the least in the CEE region, which is striving to define the right place for property taxation in local finance and development.
The conference program includes presentations from international speakers and local experts who will facilitate exchange of issues common to policy makers, assessment and property tax specialists, representatives in local finance, public education and mass appraisal.
